1.  Summary: In response to the Solicitation for Proposals by the 
Office to Monitor and Combat Trafficking (G/TIP), Embassy Astana has 
reviewed and vetted three proposals addressing human trafficking in 
Kazakhstan.  Post has selected one proposal for review and would 
welcome the opportunity to discuss and supply additional information 
concerning this proposal.  The remaining information requested in 
reftel is being emailed to G/TIP Program Coordinator for NEA and 
SCA, Amy LeMar-Meredith separately. 
 
2.  Proposal Summary Information: 
Name of Applicant: International Organization for Migration in 
Kazakhstan (IOM) 
Requested Funding Amount: $548,175 
Project Title: Shelter for victims of human trafficking in 
Kazakhstan 
Project Duration: Two years 
Proposal Abstract: The applicant's proposal includes assessment and 
establishment of a shelter in one of three cities of Northern 
Kazakhstan, conducting two workshops for GOK officials to advocate 
NGO grants to sustain the shelter, and development of TIP 
information/training materials to educate law enforcement officers 
and university faculty and administrators. 
 
3.  The three part project will result in significant increase of 
victims' assistance, rehabilitation and reintegration programs, and 
coordinate and sustain the victim's assistance services with 
appropriate government agencies, thereby increasing government's 
involvement in this critical area (a shortcoming noted in G/TIP 
analysis of anti-TIP activities of the GOK). It will also develop 
the capacity of law enforcement involved in the prevention and 
prosecution of trafficking crimes and the TIP knowledge base of 
civil institutions that educate the population.
