(SBU) We delivered reftel points on the USG offer to do a joint demarche encouraging participation in Kazakhstan's upcoming Global Initiative event to Sergey Saveliyev, Deputy Director of the MFA's Department of Multilateral Cooperation, on September 2. Saveliyev thanked the USG for its willingness to assist, but politely declined the offer, admitting that Kazakhstan could not arrange a joint demarche in time to make the necessary logistical arrangements for additional participants to attend. ¶2. (SBU) Saveliyev very much welcomed the USG participation in the upcoming event in Ust-Kamenogorsk, and stressed that he looked forward to continuing close cooperation between Kazakhstan and the USG on the Global Initiative.
